What is Awaab’s Law? 

Awaab’s Law is a clause within the Social Housing (Regulation) Act 2023. It aims to empower tenants and hold landlords accountable for the safety of their properties. Whilst encouraging a major cultural shift, it legally mandates that social landlords must investigate and fix reported health hazards within strict timeframes. Specifically, it targets damp and mould, ensuring these issues are not dismissed as “lifestyle choices” but treated as structural failures requiring immediate action. 

Who does it apply to and when does Awaab’s law come into effect? 

Awaab’s Law has been in effect since October 2025.  

The legislation primarily affects social housing landlords in England. This includes: 

  • Every council and housing association. 
  • Social landlords, including ALMOs (Arms-Length Management Organisations).

While private housing association entities and private landlords are not currently bound by these specific timescales, the Renters (Reform) Bill is expected to extend similar standards to the private rented sector. Therefore, the principles of Awaab’s Law are setting a new benchmark for housing standards across the board. 

 

New legal requirements and timelines 

The government has consulted on specific time limits which landlords must adhere to. The proposed strict deadlines are: 

  • 14 days to investigate hazards starting from when they are reported. 
  • 7 days to begin repair works if the hazard poses a significant risk to health. 
  • 24 hours to make emergency repairs for hazards posing an immediate risk. 

The Regulator for Social Housing will have new powers to issue unlimited fines and strictly enforce these standards. For landlords, the risk of non-compliance is severe, ranging from legal consequences to reputational damage.
